The conference is to consider the recent developments between Eritrea and Ethiopia and to assess the implications of these new initiatives. What change has there been to the human rights situation inside Eritrea? When will the Eritrean people be allowed to practice the rights they fought so hard to achieve? The rapprochement between the two countries is very welcome, but there has been a sad lack of transparency of what it means to both peoples. Without democracy how can Eritrea become a stable and dependable partner in the Horn of Africa. Ethiopia too has been plagued by ethnic tension, which remains a concern. At the same time there are very positive signs of people-to-people developments that can certainly be built upon.
